Nursing Homes Support Scheme (Fair Deal)
The Comptroller and Auditor General has carried out an examination of the operation of the Nursing Homes Support Scheme (Fair Deal).
The report was submitted to the Minister for Health on 12 May 2020, who under the provisions of the Comptroller and Auditor General (Amendment) Act 1993, is required to present the report to Dáil Éireann within three months of that date.
The examination was undertaken to review the economy and efficiency of the Scheme. This includes a review of
- weekly charge rates set for the provision of nursing home care
- management of demand for the Scheme
- assessment of residents’ contributions towards the cost of their care, and
- State lending to nursing home residents.
The report does not cover the standard of care provided in nursing homes, or the role carried out by the Health Information and Quality Authority.
The outbreak of the COVID-19 pandemic has created major challenges for the health system including the nursing home sector. Work on this report was substantially completed prior to the outbreak. This report does not consider the risks and uncertainties associated with the pandemic or the likely significant impact on the nursing home sector.
